COURSE OBJECTIVES:

This 5-day course is designed to provide participants with important knowledge and skills in the appraisal of financial and economic feasibilities of investment projects from the point of view of a development financing institution.

For a more in-depth understanding of the concepts, the workshop will also discuss the different aspects of an investment design and how the financial and economic aspects fit into the overall investment plan submitted by a client.  In addition, the workshop will discuss the difference in appraisal techniques between purely private oriented investments and development projects.

TOPICS:

  • Consumer Surplus and Producer Surplus, Incremental Output and Non-incremental Output, and Gross Economic Benefit.
  • Operations Cost, Working Capital.
  • Project Statement, Capacity Utilization, Cost-Benefit, Net Present Value and Internal Rate of Return.
  • Valuing Non-Market Impacts: Contingent Valuation, Choice Modelling, Revealed Preference Methods, Physical Linkage Methods, Benefit Transfer Method.
  • Official Exchange Rate (OER), Shadow Exchange Rate (SER), SER Factor (SERF).
  • Sinking Fund adjusted for inflation.
  • Shadow Wage Rate Factor.
  • Economic Pricing: Export Output, Import Substitute Output, Import Input, Non-Traded Output.

 

TARGET PARTICIPANTS:

It is designed for officials of development banks and other financial institutions that are involved in project planning and implementation. Officers, executives, and employees who are directly or indirectly involved in project appraisal, loan evaluation, and credit analysis will greatly benefit from the course.

RESOURCE PERSON:

Luis F. Dumlao, PhD, is an adjunct professor at ADFIAP and currently serves as a Senior Research Fellow at the Ateneo Center for Economic Research and Development. A respected educator and visionary leader, he previously held key academic positions as Dean of the John Gokongwei School of Management, and Chair of the Department of Economics at Ateneo de Manila University in the Philippines.

Dr. Dumlao has played a pivotal role in shaping policy and advancing development initiatives. His contributions include a Congressional Research Fellowship at the Philippine House of Representatives and leadership in various organizations focused on economic reform and social entrepreneurship.

A distinguished economist, he holds a doctorate in Economics from Fordham University, where he also completed his undergraduate studies in Economics and International/Intercultural Studies. Prestigious international fellowships, including the Erasmus Mundus Mobility Program in Poland and a post-doctoral fellowship at Fordham, mark his academic journey.

Throughout his career, Dr. Dumlao has consistently demonstrated a deep commitment to scholarship, public service, and the pursuit of inclusive economic growth.
