ADFIAP helps boost the Philippine housing sector

ADFIAP successfully conducted a training workshop on the “CORE Mortgage Lending Management Program” in Makati City on 21-25 October 2024 to support the country’s housing needs by establishing more affordable and decent housing development projects. The course was exclusively designed for Home Development Mutual (Pag-IBIG) Fund’s 25 key and senior lending officers in support of the “Pabahay Para sa Pilipino Housing (4PH) Program”, a flagship housing initiative of the Philippine government to urgently address the enormous housing needs of the Filipinos with an estimated backlog of about 6 million housing units.

The 5-day training program started with a presentation on project finance and the global perspective on the right to adequate housing. These topics set the tone for the significant role of the participants in promoting the country’s 4PH Program. Subsequent lectures focused on relevant subject matters such as risk-based lending for mortgage housing finance (including Credit Scoring System); sustainable project finance as applied to housing development projects incorporating environmental, social, and governance (ESG) risks and their mitigants; legal aspects in the evaluation of housing development loans; adequate project supervision and monitoring for housing development loans portfolio; and best practices in mortgage financing and rules/regulations for the mortgage banking industry. Mindful of the limited time within which housing loans are processed, the participants realized the value of contract management and the legal aspects of project loan evaluation.

Through lectures, workshops, and relevant exercises, the course equipped the participants with the techniques to effectively analyze, appraise, package, supervise, and manage housing development projects from loan application to its approval or from loan “inception to completion.” After completing the course, the participants are now armed with the requisite tools to cascade their learnings to account officers and loan processors in their respective Pag-IBIG lending units in order to accelerate the establishment of affordable housing projects.
